North Carolina’s new Western North Carolina Economic Recovery Plan gives arts and culture a formal role in the region’s long-term recovery from Hurricane Helene. Released by Gov. Josh Stein and GROW NC, the plan identifies the creative economy as an opportunity for growth. ArtsAVL estimates the sector generated more than $3 billion in sales and supported nearly 35,000 jobs in 2025.
The plan calls for expanding markets for artists and creative businesses, supporting music and craft industries and exploring affordable live-work spaces and workforce programs. It also cites the Asheville-Buncombe Arts Recovery Framework and suggests Western North Carolina could become a national model for arts-led disaster recovery. The proposals aren’t guaranteed funding; specific actions, timelines and targets still need to be developed.
